For what is worth, Barnett&#039;s writings on strategy made a splash a few years ago. He was a professor at the Naval War College. Before that his BA degree was on Russian.</description>

This aid to Georgia is less than we give to Columbia, but more than we give Uganda or Kenya.

As I&#039;ve said before, I&#039;m quite sure this number will become much larger.</description>
